These policies <a href=\"http:\/\/www.industryweek.com\/supply-chain\/smokestack-chasing-bankruptcies-and-other-manufacturing-hypocrisies\">often don\u2019t work<\/a>.<\/em><\/p>\n<p><em>You might call today\u2019s race to get Amazon\u2019s second headquarters a modern form of that phenomenon as municipalities compete in a zero-sum game for tech company outposts.<\/em><\/p>\n<p><em>Yet all of the presumed economic benefits are problematically predicated on the companies\u2019 <a href=\"http:\/\/www.nytimes.com\/2012\/12\/02\/us\/how-local-taxpayers-bankroll-corporations.html\">continued growth<\/a>, which is never a sure thing.
